THE DEVELOPMENT
What happened
Announced October 6, 2026; agreements effective September 30.
Black Hills plans $1.8 billion of investment in 564 megawatts of gas generation during 2027–2029. It will supply up to 590 megawatts of grid-connected service and manage roughly 2.1 gigawatts of third-party resources. The approximately 2.7-gigawatt resource mix includes reserves. Service is planned from late 2027, ramping through 2030. Google has provided $399 million in refundable equipment advances; Black Hills expects repayment by June 30, 2027.
PREMIA VIEW
Why it matters
Power access becomes more financeable when contracts allocate capital recovery, termination and credit risk. Fiber and engineering firms should use these milestones to qualify opportunities and negotiate cancellation protection before committing crews or construction capital.
WHAT REMAINS UNCERTAIN
Remaining approvals, transmission investment, financing and construction timing. Black Hills says the agreements protect other customers from project costs; actual delivery remains ahead.
DECISION QUESTIONS
Three questions stakeholders should answer now.
- 01Which customer obligations support our investment?
- 02Who bears delay, cancellation and transmission costs?
- 03Which milestone turns a prospect into a funded work order?
WHAT TO WATCH
What to watch next
Siting and transmission decisions, equipment procurement and the 2027 construction start.
