THE DEVELOPMENT
What happened
On September 28, Ofcom directed Openreach to withdraw its ‘Incremental New to Openreach’ offer while allowing other notified offers to proceed. The rejected offer would have discounted new full-fiber connections by up to £9.50 per customer monthly for as long as 30 months. Ofcom concluded that reasonably efficient competitors might be unable to match those prices while recovering their costs.
PREMIA VIEW
What this means for operators and investors
For U.S. fiber owners and acquisition teams, the useful comparison is economic: a network’s value depends on winning customers at sustainable prices. Underwriting should test aggressive incumbent promotions alongside construction costs. This UK decision does not change U.S. rules.
WHAT REMAINS UNCERTAIN
How operators adjust their offers and whether the decision materially changes customer acquisition or investment.
DECISION QUESTIONS
Three questions stakeholders should answer now.
- 01Does the business plan withstand prolonged competitor discounts?
- 02How much additional cash would slower adoption require?
- 03Would consolidation improve economics without weakening service?
WHAT TO WATCH
What to watch next
Revised offers, subscriber growth and changes in competing networks’ investment plans.
